Ivan-Chai Agency reports: Centralized information about all children in Russia and their parents through the Contingent system will go into the hands of private businesses and will be collected without parental consent. The experience of the pilot regions has shown that parents will not know what data has been collected on their children and family: parents will not receive access to the “Contingent” information base.

There are many reasons to once again raise the topic of creating a unified interdepartmental database “Contingent” for all children in Russia. The main thing is that the IS "Contingent" from a seemingly fantastic project of the Ministry of Education and the Ministry of Telecom and Mass Communications has turned into reality.

This also confirms draft law No. 1048557-6 "On the creation of the state system" Unified federal interdepartmental system for recording the student population in basic and additional educational programs", which has been in the State Duma since April 2016 and has already been adopted in the first reading on June 10, 2016, and tenders held in the regions, and letters from the regions, and a unified website of the system, and alarming information from employees in the education sector.

According to representatives of the education sector of one of the regions of Russia, in the summer of 2016, an interdepartmental meeting was held in their region for the heads of correctional boarding schools, vocational education institutions, and penitentiary services on the topic of implementing the “Contingent” database for registering children under 18 years of age. At the meeting it was said that the program is federal, and local contractors are awarded by tender. According to the regional deputy minister of education of the region, V., who chaired the meeting, the base has already been implemented in preschool education.

At the same time, education officials in the region assure that no mailing or information letters were organized. However, they note the haste of the managers: in July-August, an employee from each institution must undergo training and by the first of October enter personal data for all students into the system, since by the end of November the base throughout Russia must be ready. The first step is to fill in the personal data of students and study plans. The program itself is very capacious: it even includes electronic diaries/electronic magazines. In the future, there will be a complete abandonment of paper media.

It's not just parents who are concerned about the Contingent system.

At the federal level, the implementation of the Contingent IS system is carried out by Ministry of Education and Science of the Russian Federation based on government approved Concepts for creating a Unified Federal Interdepartmental System for Student Registration.

The Ministry of Education believes that the creation of the AIS “Contingent” will improve “the efficiency of management decisions related to the development of children’s education, healthcare, social security, as well as other areas focused on working with children.”

The implementation of the AIS “Contingent” is carried out in three stages:

At the first stage must be entered into the system by the educational organization

1) personal data of the child
(full name, date and place of birth, gender, SNILS, citizenship, details of a birth certificate or other identification document, registration address/actual place of residence/stay)

2) personal data of parents/legal representatives
(full name, date of birth, SNILS, citizenship, details of the identity document).

It is noteworthy that the IS CONTINGENT, which contains all the personal data for all 28 million Russian children and their parents, is not created by government agencies.

No one knows what responsibility for the security of data storage is provided for by motley regional LLCs, OJSCs, and CJSCs, to which, within the framework of public-private partnerships, huge amounts of personal data are transferred.

At the end of 2015, one of the largest projects in the field of informatization of education was launched in Russia - GIS CONTINGENT. The system collects data on all children studying in general, vocational and preschool education organizations, as well as on university students. In fact, we are talking about the formation of a unified educational electronic environment in Russia. Federal and regional segments of AIS Contingent

At the regional level, the initial filling of the system takes place, including the following organizations:

Regulatory framework

The basis for the work is the following documents and regulations:

  • Order of the Government of the Russian Federation dated October 25, 2014, No. 2125-r on approval of the concept of creating a unified federal interdepartmental system for recording the student population in basic educational programs and additional general education programs;
  • Clause 1 of the Action Plan for the creation electronic system accounting for the number of students in educational institutions of various types in accordance with the Government Order Russian Federation dated December 14, 2013 No. OG-P10-916;

Project goal

Introduction of the regional segment unified system accounting, monitoring and management of students in educational organizations of the Russian Federation

The system is designed to automate the process of collecting up-to-date information from the educational information system of educational institutions on the actual and projected number of students (population) in educational organizations of various types on the territory of a constituent entity of the Russian Federation, as well as:

  • Ensuring education monitoring by authorized representatives of ROIV and MOE in order to use monitoring data when planning the creation of new educational organizations;
  • Collection of up-to-date information on the current and final performance of students in educational institutions of various types on the territory of a constituent entity of the Russian Federation in order to perform the functions of monitoring education by authorized representatives of the Regional Educational Institution and Municipal Educational Institution according to a wide set of criteria;
  • Ensuring data routing when implementing the output to the EPGU of state services in electronic form for providing information on the progress of students of various types of educational institutions;
  • Creation and maintenance of an up-to-date unified register of educational organizations of various types on the territory of a constituent entity of the Russian Federation;
  • Creation of tools that allow monitoring the educational trajectory of students in the interests of children, parents (legal representatives) and public organizations;
  • Formation of the necessary statistical reporting of the constituent entity of the Russian Federation on the contingent of public organizations for the purpose of transferring the IS “Contingent” to the federal segment.

Main modules of the AIS “Contingent-region”

  • operating system, a set of control and processing programs included in the delivery package of the System, which acts as an interface between computer system devices and application programs Systems, also designed to control devices, manage computing processes, effectively distribute computing resources between computing processes and organize calculations.
  • Interaction gateway is a software component that provides interaction (reception and transmission of data) with external VIS via a secure communication channel. The interaction gateway must perform the following main functions: provide the possibility of two-way data exchange between the System and external VIS and ensure the conversion of the external data format into the internal data presentation format of the System and transfer data to the data storage and processing subsystem.
  • The reporting module is a software component that contains the functionality of the System for generating report templates, generating queries to the database (main and archive) for reports, generating reports in various data formats.
  • The data upload gateway is a software component that ensures interaction with the federal segment of the Contingent IS. The data upload gateway must perform the following main functions: provide the ability to upload the required amount of data from the System to the federal segment of the IS “Contingent” using SMEV; provide the ability to connect an external GIS for routing data on the current and final performance of students between the System and the Portal through SMEV in order to provide aggregated data from external VIS EZD for providing data to state and municipal educational services in electronic form.

Stages of implementation of the AIS “Contingent-region”

For the successful implementation of the AIS “Contingent-region” it is necessary:

  • The decision by a constituent entity of the Russian Federation to participate in the Pilot under the program for implementing the federal project “Contingent” in 2014-2015. and submit the appropriate application to the Ministry of Education and Science of the Russian Federation.
  • Formation terms of reference and a state contract for the development of a regional module of the AIS “Contingent”.

Formulate regulatory legal acts at the regional level on participation in the Pilot, reflecting the following points:

  • Strengthen departmental information systems in all sectors of education.
  • Make a decision on the mandatory integration of departmental information systems with the Contingent-Region IS.
  • Making a decision on the mandatory collection and recording of data on SNILS and other necessary documents in the activities of PAs of a constituent entity of the Russian Federation.
  • Providing the necessary server capacity and data center to host the Contingent-Region IS, integrating it with SMEV.
  • Construction of a regional secure data transmission network or use of an existing one to connect information provider organizations.
  • System user training.

The given contingent (including the total number) of students of an educational organization, in fact, is an indicator of its sustainability in the market of educational services. It should also be noted that the indicators of the contingent (including the total number) are the basis for analyzing the effectiveness of the use of material, technical, financial and intellectual resources. Consequently, in the future, the basis for optimizing resources and developing the educational organization as a whole.

In the context of strategic goals, the analysis of the student population is aimed at solving the problem of “... optimizing regional networks of state educational organizations implementing secondary vocational education programs, including restructuring the networks of educational organizations in accordance with the priorities of the socio-economic development of the region, their social infrastructure, consolidation professional educational organizations up to an average number of 200-600 people." At the same time, for a more complete picture of the current situation, it is advisable to conduct a comparative analysis of the actual value of the student population, the volume of turnover of educational services and the minimum acceptable value.

II. Material and technical resources

Material and technical resources, primarily in the form of production space directly used in the process of providing educational services, create an infrastructural basis for the activities of an educational organization, the effective use of which is characterized by:

Firstly, the quantitative correspondence of the areas available to the educational organization with the volume of turnover of educational services and the nature of the educational process;

Secondly, the qualitative compliance of the actual volume of work performed, during the operation of production areas directly used in the process of providing educational services with a practical focus on training, as well as the requirements for integrating the resources of partner organizations in priority areas of industry, inter-industry and regional development in the implementation of network educational programs.

III. Financial resources

The financial resources of an educational organization are a combination of government subsidies and attracted capital, which are used to form assets and carry out educational activities. In turn, the analysis of the effectiveness of the financial resources of an educational organization should be considered:

Firstly, from the point of view of the investment activity of an educational organization and thereby creating conditions for increasing financial and economic independence;

Secondly, from the point of view of the efficiency of spending money.

On October 25, 2014, the Government of the Russian Federation issued Order No. 2125-r “On approval Concepts for creating a unified federal interdepartmental student enrollment system for basic educational programs and additional general education programs."

After this, the Ministry of Telecom and Mass Communications of Russia, the Ministry of Education and Science of Russia, federal executive authorities and state extra-budgetary funds created a working group, prescribed a “road map” for the implementation of the Concept in 3 stages (until December 30, 2014 - design and preparation of changes in legislation, until December 30, 2015 - amendments to legislation, until December 30, 2016 - implementation of pilot projects and introduction of IS into commercial operation) created by 2016 a unified federal interdepartmental system for recording the student population called the Information System. (IS) "Contingent".

The program was created by the Ministry of Telecom and Mass Communications (technological functions, creation and maintenance of an interdepartmental system) by order of the Ministry of Education and Science (data operator, methodological and methodological support of the federal system).

The official goals of the innovation are to make the work of officials easier, improve quality and efficiency, electronic interaction between information systems of various departments, and improve public awareness of educational organizations and educational services provided.

IS "Contingent" includes federal and regional segments.

The federal segment will collect, centralize storage, and process the register of personal data of students and their legal representatives, the register of organizations, information coming from the regional segments of all constituent entities of the Russian Federation, the higher education segment, information systems of federal government bodies and state extra-budgetary funds.

Regional segments will accumulate information about “persons” (as stated in the documents) and organizations and carry out interdepartmental integration of this data and transfer to the federal system.

The federal budget allocated 35.76 million for the construction of the information system. The general contractor for the project was MegaFon, which attracted the company BARS Group; and FAS has already declared collusion in receiving the tender; Rostlecom is also one of the contractors, and among the regional operators is Dnevnik.ru, which, together with the company Reforma LLC, is carrying out work to introduce the regional segment of the Contingent IS into the information infrastructure of the Moscow region.

IS "Contingent" is an electronic database for all children in Russia, their parents and everyone who receives educational services of any kind - be it a kindergarten, school, creativity center, vocational school, university, advanced training courses or a dance club; Employment information is also entered there.

The file for a child is opened from the moment of his birth and registration in the registry office, and is closed after his death; The single identifier of a student in the interdepartmental system is the insurance number of an individual personal account (SNILS).

Personal data of the student (at any level of education, from kindergarten before university) include general information(last name, first name and patronymic, gender, place of birth, date of birth, birth record number, date of state registration of birth and name of the body that carried out state registration of birth, citizenship, series and number of passport or details of another identification document, address registration, SNILS), as well as data on the stages of training and achievements (portfolio).

The list is not limited to this list: the category “other information necessary to solve the problems of the interdepartmental system” includes information about a “person” from the depths of the Ministry of Health, the Federal Tax Service, the Federal Migration Service, Pension Fund, Ministry of Labor, Rosobrnadzor, etc.

The Ministry of Health will supervise the saturation of the file with profile information: health group, medical group, group and cause of disability, the need for an adaptive training program, the need for long-term treatment, decisions of psychological, medical and pedagogical commissions, etc.

In addition to the specified data, the IS indicates the degree of adaptability of the student at all stages of education, and also creates a “portfolio” for each child, the data of which will be analyzed by the federal system, as a result of which a child with certain achievements will be assigned the attribute “gifted child.”

It will be mandatory to enter into the IS information about the student’s parents/legal representatives: last name, first name, patronymic, citizenship, registration address, registration address at the place of residence (at the place of stay), series and number of the passport or details of another main identification document, SNILS.

Also in the regional segment it is possible to enter data on the “parent-student association”.

For parents who do not agree with such requirements, a package of regulatory documents and changes to federal legislation is being prepared at the federal level, which will be adopted in the spring of 2016, and which will oblige parents/legal representatives to provide personal data on children and parents to the regional educational system .

In the instructions entitled “Unified functional and technical requirements for the regional segment of the unified federal interdepartmental system for recording the student population in basic educational programs and additional general education programs” on 69 pages, a lot of attention is paid to describing exactly how to transfer from the registry office, among other things, information about a change of surname and the date of birth of the child, which occurs only upon adoption, and has always been information that is not subject to disclosure.

At a webinar by the Department of Informatization Projects of the Ministry of Telecom and Mass Communications of the Russian Federation, when explaining the issues of creating and operating regional segments of the Contingent IS, the fears of regional representatives were dispelled by the organizers: “The specified personal data of a child can be transferred by the civil registry office if this is specified in the relevant interaction agreements.”

In connection with the creation of the IS "Contingent", it is planned to amend laws No. 152-FZ "On Personal Data", No. 273-FZ "On Education in the Russian Federation", as well as the Information Society program for 2011-2020.

In “pilot” mode, the project is being implemented in the Irkutsk, Moscow, Yaroslavl, Saratov regions, the Republic of Dagestan, Tomsk, Perm Territory, and Kamchatka.

And now - about what this brings to all of us.

So, in Russia a single information system, when for each resident upon birth it immediately opens electronic file with an individual lifetime number, and where absolutely all information about it flows. It’s very convenient and you don’t need to spend money on issuing electronic cards.

The name of the IS program “Contingent” is indicative - in relation to huge masses of people, and in other words, to the people, to the nation. In our semantic field, this is something habitually undeveloped, with its own “cockroaches”, which can no longer be educated or corrected. In a word, contingent , what to take from him?

The primary emphasis in IP is on the state of health, success (portfolio), and the child’s relationship with his parents.

As for parents, this is obvious: add information to the file about the insufficient “association of parents and children” - and no law on domestic violence, which has been stalled for so many years, is no longer needed.

Portfolio is the basic principle of dividing children into castes, tested in the Kudrin Foundation project in Transbaikalia, implemented in the Education Modernization Project, rating schools and universities, the higher school project "Tuning" - for segregation of the “underdeveloped” and the washing away of talents and intellectual resources outside Russia.

As for information about health, by a strange coincidence, on January 1, 2016, Order of the Ministry of Health of the same dated December 25, 2014 N 908n “On the procedure for establishing the diagnosis of brain death” came into force, where paragraph 1 states that A posthumous donor is now considered a person aged 1 year or older. And, therefore, it is very important for the IP customer to have information about the health status of potential posthumous donors.
Access to the “person” file in the information system will be limited to a certain circle of persons, which does not include the data subject himself or his relatives - he will not be able to control the correctness and impartiality of information about himself, and at the same time, only on the basis of this information, certain operators will model his life trajectory.

And who will ensure the protection of this array of information wealth, the monopoly right to dispose of which is left to the Ministry of Education?

And finally, the most important thing: what happened to our Constitution? Was it canceled entirely or in parts?

For example, Article 23: paragraph 1: “Everyone has the right to privacy, personal and family secrets, protection of his honor and good name.”

Or Article 24, paragraph 1: “The collection, storage, use and dissemination of information about the private life of a person without his consent is not permitted.”

Or Article 24, paragraph 2: “State authorities and local self-government bodies, their officials are obliged to provide everyone with the opportunity to familiarize themselves with documents and materials that directly affect their rights and freedoms, unless otherwise provided by law.”

What, the state has already ended, and everything is now happening “according to concepts”? They didn’t ask anyone, they didn’t discuss it with anyone, they simply gave orders - and off it went: officials are studying the issue, IT people are lining up for grants, lawyers are writing laws against those who disagree with this state of affairs.

Preparation of the project is expected to last three years, and the Deputy Prime Minister Olga Golodets demands to launch the IS "Contingent" in two: we urgently need a system that takes control of everyone - in any corner of the country, in any place and in any capacity, from birth to death.

Suddenly adopted by the State Duma on December 21 in the second and third readings, despite the active opposition of a number of Orthodox public and parent organizations.

Draft Federal Law No. 1048557-6 “On Amendments to Articles 15 and 16 of the Federal Law “On general principles organizations of local self-government in the Russian Federation" and the Federal Law "On Education in the Russian Federation", which provides for the creation of a state system "Unified Federal Interdepartmental System for Accounting for Students in Basic and Additional Educational Programs"" - this is a sabotage against the future of Russia. It poses a real threat the lives of our children, our families and the national security of Russia.

In relations with government and commercial structures, this unique digital code replaces the name given to a person in Holy Baptism in honor of his Heavenly patron. Such an action is nothing more than a spiritual, mystical act. By accepting and using the identifier, a person allows his name to be replaced by a combination of numbers, in other words, he accepts a new numerical name that is inextricably linked with the human being himself. For an Orthodox person this is unacceptable. All troubles begin with the adoption and use of SNILS. Let us remember the words of Father Kirill (Pavlov): “Assigning numbers to people is an atheistic, sinful thing. Because when God created man, He gave him a name. Naming a person is God's Will. All the millennia that have passed since that time, people have used names. And now, instead of a name, a person is assigned a number. How and why this is done leaves no doubt about the sinfulness and atheistic nature of this matter. Therefore, there is no need to participate in this matter, but to resist it as much as possible.”

If assigning a number to a person is an atheistic and sinful thing, then accepting and using a number by a person is no less atheistic and sinful!

Every citizen can write an appeal against the forced assignment of SNILS.

Sadly, in Russia they are still trying to implement projects related to the construction of a global information society, in which sovereign states are destroyed and people are likened to goods. However, it is not too late to speak out against this godless cause. The Lord is not yet completely angry.

In connection with the adoption of the unconstitutional law on the “Study Contingent” system, we must intensify the pressure on crafty figures who have threatened the rights and freedoms of citizens, the lives of our children and are undermining the foundations of the national security of our country.

Full commissioning of the Contingent system is scheduled for 2022.

Under no circumstances should you relax!

God willing, everything will work out like with the ill-fated UEC, the issue of which was legally canceled on January 1, 2017.

“Do not quench the spirit. Do not disparage prophecies. Try everything, hold on to the good. Abstain from all kinds of evil” (1 Thess. 5:19-22); “Do not participate in the unfruitful works of darkness, but also reprove” (Eph. 5:11), the Word of God teaches us.

First of all, based on the provisions of the Constitution of the Russian Federation, the National Security Strategy and the Information Security Doctrine of the Russian Federation, contact the Security Council of the Russian Federation and the FSB of Russia.

Secondly, it is necessary to demand that Federal Law No. 1048557-6 “On Amendments to Articles 15 and 16 of the Federal Law “On General Principles of the Organization of Local Self-Government in the Russian Federation” and the Federal Law “On Education in the Russian Federation” be declared invalid.”

It should also be recalled that the Russian Orthodox Church and the State Legal Administration of the President of the Russian Federation are categorically against forcing citizens to accept and use any personal identifiers, automated means of collecting, processing and recording personal data, and personal confidential information.

Speaking in the State Duma of the Federal Assembly of the Russian Federation in January 2015 as part of the III Christmas Parliamentary Meetings, His Holiness Patriarch Kirill of Moscow and All Rus' stated on behalf of many Russian citizens: “The use of automated means of collecting, processing and recording personal data, especially confidential information, should only be carried out on a voluntary basis. With reference to the fact that this is convenient for bureaucrats, these technologies cannot be completely implemented! Each of us may find ourselves enslaved by these technologies, under total control. And if for someone my words do not sound relevant now, believe me, after some time these words can become relevant for each of us. Therefore, leaving the possibility of an alternative, we always leave the possibility of getting out from under such total control.”

The Russian Orthodox Church firmly insists on the exclusive voluntary participation of citizens in new forms of personal identification and authentication and recognizes the right of a person to refuse to use technologies that contradict his religious and other beliefs.

The State Legal Administration of the President of the Russian Federation gives the same conclusion: “Any forms of forcing people to use electronic personal identifiers, automated means of collecting, processing and recording personal data, personal confidential information are unacceptable” (response of the State Legal Administration of the President of the Russian Federation to His Holiness Patriarch Kirill - Letter dated January 22, 2014 No. A6-403).

How long will Russia be ruled by representatives of the “fifth column” and their overseas masters, pushing anti-constitutional, anti-human laws, and deputies and senators will automatically sign them without even looking!?

If the Lord wills, in the near future specialists from the Movement “For the right to live without TIN, personal codes and microchips” and the “Union of Orthodox Lawyers” will prepare appropriate Appeals, which will need to be sent to the specified addresses.
