    My colleague, a good comrade, perhaps one of the most authoritative experts on pricing in Russia - President of the Union of Estimating Engineers Pavel Goryachkin gave a detailed answer about how to live as estimators after the introduction of the new estimate base FER-2017:

    From April 28, the Ministry of Construction of Russia once again (for the fifth time in a row) introduces an estimate and regulatory framework in 2000 prices (!!!) (orders of the Ministry of Construction of the Russian Federation No. 1038/pr and No. 1039/pr dated December 30, 2016, as amended by the orders 600/pr and 601/pr dated March 29, 2017), which causes confusion and a lot of questions among the professional community. Outdated State estimate standards are constantly reissued with minor changes and presented as new developments. At the same time, the opinions and proposals of the professional community are ignored by the Ministry of Construction, and in fact are sabotaged.

    Currently, collections of State estimate standards take into account prices as of January 1, 2000, and the system of estimate standards itself has ceased to meet modern requirements for the quality of final products, effective building materials used, construction machines, mechanisms, equipment and tools used in the production of construction, installation and repair - construction work.

    The Association of Builders of Russia and the Union of Estimating Engineers have repeatedly proposed that the Ministry of Construction of Russia take a strong-willed decision and cancel the “new” estimate standards introduced by orders 1039/pr and 1038/pr dated December 30, 2016, and radically revise and supplement them by December 2017 modern construction technologies, materials, products and equipment. Federal unit prices (FER) will be formed in new prices as of January 1, 2018 based on data from monitoring construction resources (FSIS Pricing) and new State estimate standards will be introduced from January 1, 2018.

    What to do with estimate and as-built documentation after April 28, 2017?

    "If the estimate documentation is developed using Territorial Unit Costs (TER), which are approved and included in the Federal Register of Estimate Standards, then we continue to work (and close) according to them.

    If the estimate documentation is drawn up in the Federal Unit Prices (FER 2014 edition), approved and has passed the procedure for verifying the accuracy of the examination bodies, then we work and close on it without recalculation (including the balance of the estimated cost), unless the Ministry of Construction of Russia establishes a different procedure .

    If the estimate documentation is drawn up in the Federal Unit Prices (FER, 2014 edition), is not currently approved and has not been submitted to the examination authorities for verification of accuracy, you should wait for official written instructions from Glavgosexpertiza of Russia - in which edition of the FER the estimate documentation should be submitted.

    • Using the base-index method using the FSNB-2001 database as amended in 2017 with recalculation into the current price level by quarterly indices of changes in the estimated cost of construction according to Letters of the Ministry of Construction of the Russian Federation.
    In accordance with Decree of the Government of the Russian Federation No. 1452 dated December 23, 2016, estimated prices for construction resources are subject to placement in the federal state information system pricing in construction (FSIS), including:
    • Estimated prices for materials, products, structures and equipment:

    • Estimated prices for the operation of machines and mechanisms and estimated prices for labor costs:
    - December 15, 2017, then from 2018 - annually, no later than March 25 of the current year.

    Until the entry into force and entry into the federal register of estimate standards FSNB-2001 as amended in 2017, placement in FSIS of estimated prices of construction resources determined in accordance with Part 5 of Article 8.3 of the Town Planning Code of the Russian Federation, estimate documentation for capital construction projects is determined according to FSNB- 2001 (TSNB-2001) as amended in 2014 with recalculation into the current price level by the corresponding indices of changes in the estimated cost in the prescribed manner.

    Please note that the use of TSNB-LO-2001 in the 2014 edition for the preparation of estimate documentation for capital construction projects will be possible until this TSNB is officially removed from the federal register of estimate standards.
